The HSE (Health and Safety Executive) considers that the law

Requires that construction sites should have the following provided

from the start of a project:

• A supply of hot and cold or warm water (running if practicable)
• Soap or other suitable means of cleaning
• Washing facilities sited in the immediate vicinity of toilets
• Sinks large enough to accommodate the whole forearm
